基于产业结构转型升级的浙江省节能减碳研究

以产业结构转型升级为着力点推进节能减碳工作是浙江省"十二五"的新课题,也是发展战略性新兴产业的新要求。本文分析了作为经济大省和资源小省的浙江省所面临节能减碳的重要性和紧迫性,提出了以经济发展方式转变为主线,以产业结构转型升级为抓手,是深化节能减碳工作的客观要求和有效途径。最后,在分析战略性新兴产业所具有的生态、环保、低碳、可循环、可再生、可持续的特征的基础上,提出大力发展战略性新兴产业是"十二五"提升浙江省节能减碳水平的重要"突破口"。

A Study of Energy Conservation and Carbon Reduction in Zhejiang with Transition and Upgrade of Industrial Structure

Taking the transition and upgrade of industrial structure as the impetus of promoting the carbon reduction work is a new task of "the Twelfth Five-year Plan(2011-2015)" in Zhejiang,and it also meets the new request of developing strategic infant industry.Contrasted with its developed economy,Zhejiang province is short in resources.By analyzing the severe difficulty of energy conservation and carbon reduction in Zhejiang,this paper points out that transition and upgrade of industrial structure based on the change of economic development pattern are objective requests and efficient paths to deepening energy conservation and carbon reduction.Finally,on the foundation of analyzing the characteristics that strategic emergent industry has,such as ecological,environmental friendly,low-carbon,recyclable,renewable,sustainable,the paper points out developing the "Strategic Emergent Industry" is the breach to improve the total level of energy conservation and carbon reduction in Zhejiang during the period of "the Twelfth Five-year Plan(2011-2015)".
