跨流域调水工程水量配置与调度耦合方法研究

摘    要:以实现外调水总量分配和工程运行调度的耦合为目标,通过构建外调水工程与本地水系统的整体框架,分析跨流域调水配置与工程调度的关系,建立从配置到调度的耦合模拟模型,提出从区域水量配置到工程调度的方案。在给出调水总量配置方案后,分析在工程运行约束条件下的水量配置实施过程,对不合理的水量配置进行检验反馈,通过外调水与本地水补偿配置调度耦合算法对可行的水量配置进行优化,提出区域工程调度方案。将模型应用于南水北调东线的外调水配置调度,结果表明:跨流域调水配置模型进行受水区水量分配,Res-Sim水力学模拟模型考虑不同输水工程段,两个模型通过渠段与受水区的关联建立了数据映射关系,实现了从配置总量到调度需求的耦合;耦合模拟模型可以将中长期尺度的配置成果和短期尺度调度模型有机结合,将配置成果分配到调水工程的工程节点,并对其运行进行优化。研究成果可以为水量配置和调度的集成化研究提供借鉴。

Abstract:Aiming at realizing the coupling of the allocation of the total amount of the diverted water with the project operation, a model is established through the construction of the integrated framework for both the water transfer project and the local water system. The analysis of water allocation is made on the relationship between inter basis diverted water and the project operation, and then a scheme from regional water allocation to project operation is proposed as well. After giving out an allocation scheme of the total amount of the diverted water, the allocation of the water amount can be optimized through the coupling algorithm for the operation of the compensation allocation between the diverted water and the local water, furthermore, the scheme from the regional water allocation to the project operation can be then put forward on the basis of analyzing the implementing process of the water allocation under the relevant constraint conditions of the project operation and the feedback from the check on the unreasonable water allocation. The result from applying the model to the operation of the diverted water allocation of the East Route of the South to North Water Transfer Project shows that the model for the allocation of inter basin water transfer considers the water receiving regions and the Res Sim model considers various pumping sections, therefore, a data mapping relationship is established through the correlation between the canal section and the water receiving region by both the models, thus the coupling from the total allocation amount to the operation demand is realized. The coupling simulation model can integrate the allocation result of mid long term scale with that from the short term operation model, distribute the allocation target to the relevant node of the water transfer project based on the water allocation and the make an optimization on it. The study result can provide references for the study on the integration of water allocation and project operation.
