长江三峡水利枢纽升船机工程通航暨竣工技术预验收要点

三峡水利枢纽工程是当今世界最大的水力发电工程,也是新中国建设的最大型工程项目。作为三峡水利枢纽工程重要组成部分的“船舶电梯”升船机,是三峡工程最后建设的一个项目,为不影响三峡工程整体竣工验收,经国务院批准,对升船机工程另行组织单项验收。由于三峡工程建设期较长,涉及的验收程序及行业技术标准都发生了变化,因此在验收过程中需要统筹兼顾。文章根据笔者参与三峡升船机技术预验收的工作实践,概括出技术预验收工作的着重点:一是检查工程完成情况,二是评价工程质量,三是分析工程初期运行情况,四是检查历次各类验收及安全鉴定情况,五是关注重大技术问题,供类似工程验收参考。

Key Points of Technical Pre-acceptance of Ship Lift Project Navigation and Completion of Yangtze Three Gorges Water Conservancy Project

Three Gorges Water Conservancy Project is the largest hydropower project all over the world at present,and it is also the largest project in the construction of new China.The ship lift is one of the final construction projects of Three Gorges Project as an important part of Three Gorges Water Conservancy Project.The single-item acceptance is additionally organized for the ship lift project after approval is obtained from the State Council in order to avoid the influence on overall completion acceptance of Three Gorges Project.The related acceptance procedures and technical standards of the industry have been changed due to the long construction period of Three Gorges Project,therefore the acceptance process needs to be give overall consideration.The focus of technical pre-acceptance work is summarized according to the work practice of author to participate in Three Gorges ship lift technical pre-acceptance in the paper:firstly,the project completion is checked;secondly,the engineering quality is evaluated;thirdly,the operation at the beginning of the project is analyzed;fourthly,various acceptance and safety appraisal situations are checked;fifthly,important technical problems are focused to provide the reference for the similar project acceptance.
