辽宁建立水利投入稳定增长机制的思考

辽宁省积极贯彻落实2011年中央1号文件和中央水利工作会议精神,陆续出台相关政策扶持水利发展,在增加公共财政投入的同时加快融资平台建设,加大水利非税收入征缴力度,大力推行企业发行债券、BT等方式筹集水利发展资金,在创新水利发展机制、构建水利投入稳定增长机制方面进行了积极的探索.

Fund raising is crucial for water project construction as it needs a large amount of investment.After the issue of 2011 No.1 Document and the Central Water Conservancy Working Conference,Liaoning Province has worked out a number of policies for supporting water development.Increase of public finance is emphasized,at the same time other means of issue of bonds and BT for water project construction are also introduced.
