在小流域治理中开展生态补偿的思考

水土保持是以生态效益为首位的公益性事业，农民为此投资投劳政府应该给予补偿。小流域治理的重点多在上游，上游农民为服从统一规划，保护生态失去了某些本应得到的经济利益．而下游则在享受这一生态保护成果后经济较快发展起来。为促进投入方和受益方经济、社会协调发展．需要对投入方给予生态补偿。小流域生态补偿应按具体采取的水保措施分别计算。补偿期限应为自工程开工当年始．至投入方和受益方人均收入持平为止。

Consideration of implementing ecological compensation in small watershed improvement

Soil and water conservation is an undertaking of public interest that puts the ecological benefit as the priority, thus farmers should be given compensation for their investment and labor input by the government. Small watershed improvement is mainly conducted in the upper stream and the farmers are unable to get their economic benefits that they should have for the purpose of obeying unified planning and ecological protection, meanwhile the economy in the lower stream develops relatively fast because of ecological protection. In order to promote a harmonized development of economy and society both in upper and lower streams, it is necessary to give ecological compensation to those live in the upper stream. Compensation shall be calculated in accordance with the specific soil and water conservation measures applied. The compensation period should start from the opening of project until the balance of income of farmers in upper and lower streams.
