长江口水资源开发利用对策措施

依据最严格水资源管理制度及考核办法,针对长江口水资源存在的新情况,探讨了新制度对其开发利用的影响及应采取的措施。提出为应对水资源数量的变化,应提前规划,调整产业发展;标本兼治,加强流域管理;加强监测,构建共享机制。为应对水环境质量的制约,应控制上游污染物的排放,深化污水处理厂处理工艺,同时要合理配置长江流域水资源。要多角度、多层次地保护长江口水资源,才能最大限度地发挥其作用。

Measures for water resources development and utilization in Yangtze River Estuary

Along with the implementation of the most stringent water resources management system and application of performance evaluation, analysis has been made on the impact of these approaches to water development and utilization in the Yangtze River Estuary. Facing the challenge brought by water shortage, it is proposed to plan beforehand in line with changes of water availability, make adjustment to industrial structure, reinforce river basin management and monitoring and create water sharing system. Water allocation should be appropriately modified together with measures of pollution control in the upper stream and wastewater treatment, so as to conserve water and maximize its benefits.
