摘    要:为深度评估小型水库运行管理标准化水平,指导标准化工作建设,通过分析小型水库运行管理模式,构建包含组织管理、安全管理、运行管理、环境保护、保障措施五个方面的小型水库运行管理标准化评价指标体系,并基于层次分析法求取权重,利用物元可拓法构建标准化评价模型。在此基础上,以官务水库为例进行实证应用,计算结果表明:官务水库运行管理标准化水平为“好”状态,运行管理和环境保护成效显著,但组织管理、安全管理、保障措施仍需提高。

Abstract:In order to comprehensively evaluate the standardization level of small reservoir operation and management and guide the standardization work construction,an operation and management mode of small reservoirs,constructing small reservoir operation and management standardization evaluation indicators including five aspects:organization management,safety management,operation management,environmental protection,and safeguard measures system was proposed.The weight is calculated based on the analytic hierarchy process and the matter-element extension method is used to construct a standardized evaluation model.Guanwu reservoir was taken as an example for empirical application,the calculation results show that the standardization level of Guanwu reservoir operation management is“good”,and the operation management and environmental protection have achieved remarkable results,but organizational management,safety management,and safeguard measures still need to be improved.
