基于承包商视角浅析EPC国际工程合同管理

近年来,随着国家“走出去”战略和“一带一路”倡议的提出,越来越多的中国企业走出国门承建国际工程。而与我国传统的施工或设计总承包模式不同,国际市场一般采用集设计、施工、采购为一体的EPC模式。在EPC工程中,总承包商全面承揽工程的设计、材料与设备的采购、工程施工、试运行期的维护等工作,同时对整个项目的质量、安全、工期、环境保护、沟通与协调等全方位负责。几内亚苏阿皮蒂水利枢纽项目由中国长江三峡集团有限公司旗下中国水利电力对外有限公司(CWE)以EPC模式承建,该水电站被称为几内亚的“三峡工程”,在几内亚乃至整个非洲都有举足轻重的地位。基于EPC总包商视角,借鉴苏阿皮蒂项目的合同管理经验,浅析EPC国际工程的合同管理。

Analysis of EPC International Engineering Contract Management from the Perspective of Contractor

In recent years,with the proposal of“Go out”Strategy and“One Belt and One Road”Initiative,more and more Chinese enterprises go abroad to undertake international projects.Unlike China s traditional general contracting mode of construction or design,the EPC mode integrating design,construction and procurement is generally adopted in the international market.In the EPC project,the general contractor undertakes project design,materials and equipment purchase,project construction,and trial operation period maintenance,and at the same time,is responsible for the quality,safety,duration,environmental protection,communication and coordination of whole project.The Souapiti Hydropower Project in Guinea is contracted by China International Water&Electric Corp.(CWE),a subsidiary of China Three Gorges Corporation,in EPC mode.This hydro project is known as the“Three Gorges Project in Guinea”,which plays an important role in Guinea and even the whole Africa.Based on the perspective of EPC general contractor,the contract management of EPC international engineering is analyzed referring to the contract management experiences of Souapiti Project.
