黄河治理方略

摘    要:治黄方略为我国历代安民的决策课题。本文针对“水少沙多”这两点黄河难治的症结,指出减少入黄沙量的治本之策为采用现代工程措施,将黄土高原水土严重流失区整治成错落有致的相对平原,改变其侵蚀地理环境。同时提出了与外流域调水结合的综合治理方略,把黄河下游河道作为淮河及汉江上游洪水的入海通道,增加黄河过洪能力,小浪底水库也可乘机排沙入海。

Abstract:A strategy for harnessing the Yellow River must be worked out to slove the crux of less water and more sediment . In order to trap and reduce the sediment from the upper and middle Yellow River, the modern engineering measures should be taken to transform the serious soil erosion area into a relative plain with terraced fields. For mitigating the contradiction between supply and demand of water resources in the Yellow River basin especially in its lower reaches, the water from the upper Hanjiang River and Huaihe River should be transferred into the Yellow River for ecological environment improving, sediment sluicing and depositing.The channel of the Lower Yellow River can act as a conveying course for the flood from the upper area of the Hanjiang and Huaihe rivers. The flood sluicing cross sections of the Lower Yellow River channel would be enlarged, and the sediment from the Xiaolangdi Reservoir would be transported into the sea by the tranferred water. Thus, the synthetic benefit of the reservoir would also be increased.
