突发性水污染事件应急监测浅析

摘    要:针对突发性水污染事件发生的特性及特点,阐述了目前突发性水污染事件监测工作中存在的问题。介绍了美国自来水公司应对突发水污染事件所建立的3级监测机制(快速监测,确定性监测,精确权威监测)。结合我国的具体情况,提出我国的应急监测机制也应分为3级:第1级为现场快速监测,第2级为精确监测,第3级为移交权威机构监测。

Abstract:The characteristics of the sudden water pollution accident are discussed,and the current existing monitoring problems of sudden water pollution accident are also illustrated.Furthermore,three monitoring mechanisms(rapid monitoring,deterministic monitoring,precise authority monitoring) established by the American Water Supply Company to deal with the water pollution accident are introduced in detail.As a result,Chinese emergency monitoring mechanism can also be divided into three levels by the consideration of specific situation in China,namely rapid field monitoring for the first level,precise monitoring for the second level,and authority monitoring for the third level.
