摘    要:水利工程建设投资巨大、参与的人员众多,若建设过程监察不力将极易滋生腐败现象。从业务框架、系统体系结构、应用模式及系统功能等几个方面对水利工程建设管理监察系统进行了详细的介绍。系统采用C/S和B/S相结合的方式,包含项目管理子系统和监察子系统。该系统实现了对整个水利工程建设生命周期的电子监察,规范水利工程建设过程中业务及信息的流程,确保工程实施过程中权力行使安全、资金使用安全、项目建设安全和干部廉政安全。

Abstract:The water resources project construction is closely related to large investment and lots of personnel,an breeds corruption phenomenon without strict supervision in the construction process.The management and supervisory system for water resources project construction is introduced from the aspects of business framework,system structure,application model and system functions.The system consists of project management subsystem and supervisory subsystem in the way of combination of C/S and B/S models,which can realize digital inspection of the whole lifecycle of water resources project construction.Consequently,the business and information flow of the process can be standardized and the safety of power exercising,fund use,project construction and cadre incorruptibility can be guaranteed.
