南水北调中线一期工程水量调度方案研究

摘    要:南水北调中线一期工程线路长、涉及面广,其调度方案需协调水源区汉江丹江口水库和受水区4省(直辖市)的供水,统筹考虑防洪、供水、发电、航运、生态用水需求,调度目标及维度十分复杂。为制定切实可行、便于操作的水量调度方案,在南水北调中线一期工程规划、可研相关成果的基础上,提出水量调度体系、年度水量调度计划编制技术路线,以南水北调中线一期工程2017~2018年度水量调度计划编制为例开展了研究,指出年度水量调度计划存在的问题并提出相关建议。南水北调中线一期工程水量调度方案在中线一期工程通水以来的3 a时间得到了有效应用,为未来年度水量调度计划的完善提供了科学的依据,也为工程的安全、稳定运行和管理奠定了基础。

Abstract:Stage I works of Middle Route Project of South-North Water Diversion is characterized by long route and widely involved aspects, and its regulation needs coordination between water sources area, the Danjiangkou reservoir, and the water receiving areas of four provinces, and overall consideration on flood control, water supply, power generation, ecological water demand. To work out practicable and easily implemented water regulation scheme, on the basis of related achievements in planning and feasibility study stages of Stage I works of the project, the water regulation system and plan making technical route of annual water regulation are put forward and applied in the plan making of 2017-2018 water regulation. The problems in annual water regulation plan are pointed out and the relative suggestions are put forward. The water regulation plan was effectively applied since the project was put into operation three years ago and provided scientific basis for the future plan perfecting as well as the safe, stable operation and management of the project.
