东港溪流域淹水潜势分析与应用

摘    要:东港溪流域之下游及低洼地区在豪雨期间常造成严重积水情形,为能有效解决洪患灾情,充分的掌握防灾信息是非常重要之工作,因此,透过淹水潜势分析,可有效掌握淹水情形。本研究利用FLO-2D模式针对2005年0612豪雨及2006年之碧利斯台风两场降雨事件进行东港溪流域之淹水模拟,并与实际淹水调查情形结果比较。并依模式率定结果分析24小时降雨150 mm、300 mm、450 mm及600 mm四种情境之淹水情形,以作为灾害应变时之决策参考。

Inundation Potential Analysis and Application in Tungkang River Basin

Abstract:The Tungkang creek basin often causes serious flooding during torrential rains in low areas and bottomland. Cataracts of rain have flooded streets. In order to effectively mitigate such a disaster, a full command of the precautionary information is required. This paper simulated an inundation situation using the FLO-2D program along the Tungkang creek. The simulation modeled two rainfall events, the torrential rain on June 12, 2005 and the Bilis typhoon in 2006. The simulated results were compared to actual field investigation results. After the model calibrated, the inundation of four rainfall scenarios, included 150 mm/day, 300 mm/day, 450 mm/day and 600 mm/day, were simulated. The results can provide as reference for flooding disaster response decision.
