政府职能转变与资源衰竭型城市经济转型

资源衰竭型城市是中国城市类型中十分重要的一类,发展相对落后,存在着尖锐的社会经济矛盾.在该类城市中老的大型国有企业偏多,且传统计划经济时期遗留下来的政府直接干预经济的现象迟迟没有得到根本改变.城市政府职能错位、越位和不到位现象普遍存在,缺乏有竞争力的投资、创业和发展环境.城市政府能力缺失成为制约经济转型的深层次体制障碍.强化城市政府的宏观管理职能,弱化其微观管理职能,分化其社会管理职能,营造有竞争力的发展环境,是资源衰竭型城市经济实现成功转型的先决条件.

TRANSFORMATION OF THE GOVERNMENT FUNCTION AND ECONOMY OF RESOURCE-EXHAUSTED CITIES

The resource-exhausted cities play an important role in our country; however, they develop relatively slowly, and many poignant social and economic contradictions occur as well. There are excessive old state-owned enterprises of large-scale in these cities, and the phenomena that government intervenes economics directly has not been thoroughly solved by now, which was carried over from traditional planned economics. It is a very common problem of the government function inversion, offside and omission. Moreover, these cities lack competitive environment for investing, establishing a business and developing. Furthermore, ability absence of the government of the cities becomes the primary obstacle constraining the economy transformation. Therefore, reinforcing the government macro-management functions, softening its micro-management functions, slitting up its social management functions, and creating a competitive developing environment become the prerequisites for resource-exhausted cities to realize the economy transformation successfully.
