国外资源型城市产业转型及其对我国的启示

本文主要是对资源型城市产业转型的模式进行比较，即按产业转型所处的时期不同将各国的产业转型模式划分为“主动式”和“被动式”；按照政府在产业转型中的作用不同划分为“政府主导式”、“市场主导式”和“政策引导式”。就资源型城市产业转型问题分别从产业调整政策和发展替代产业政策两个方面进行了比较，并根据国外的经验提出了对我国资源型城市产业转型的启示，即依法规范产业转型政策，适时选择产业转型时机，实行区域竞争优势再造，注重人员安置与职业培训。

REFERENCE FROM INDUSTRIAL TRANSFORMATION OF FOREIGN RESOURCES-BASED CITIES

This paper compares the industrial transformation modes among various resources-based cities, divides them into passive mode and active mode based on their transformation periods, and into government guide mode, market guide mode and policy pilot mode based on the governmental effects. There are two policies, industrial adjustment and industrial replacement, which can give references for industrial transformation in resources-based cities in China in four aspects, policies, opportunities, regional competition and staff training.
