摘    要:以重庆市煤矿事故风险评估为研究需求,选取南桐矿8大类主要煤矿事故中频繁发生的机电事故为分析对象,以《重庆市突发事件风险管理操作指南(试行)》的“六表一图”为核心框架,开展煤矿事故风险评估工作。首先,列出“煤矿机电事故风险目录”,得到“煤矿机电事故风险采集表”;其次,计算“煤矿机电事故风险损害后果”和“煤矿机电事故风险可能性”,绘制“煤矿机电事故风险矩阵图”,得出了煤矿机电事故风险等级值;再次,根据煤矿机电事故风险评估的汇总结果,提出了采用综合分析和历史比对方法,形成煤矿机电事故风险动态监测机制,提出风险的管理标准、技术措施、管理措施和应急准备措施。研究为机电事故风险管理提供一个应用示范案例。

Abstract:In this paper,taking Chongqing Municipality′s coal mine accident risk assessment as the research requirement,this paper chose electromechanical accidents frequently occurred in the 8 major coal mine accidents of Nantong Coal Mine as the analysis object,taking "six tables and one map" of "Operational Guidelines for Emergency Risk Management in Chongqing(Trial Implementation)" as the core framework,the risk assessment of coal mine accidents was carried out.First of all,listed "coal mine electromechanical accident risk catalog",and obtained "mine electromechanical accident risk collection table";secondly,by using the calculation of "coal mine mechanical and electrical accident risk damage consequences" and "coal mine electromechanical accident risk possibility","mine electromechanical accident risk matrix" was drawn.Based on the summary results of coal mine electromechanical accident risk assessment,this paper put forward a comprehensive analysis and historical comparison method to form dynamic monitoring mechanism of mechanical and electrical accident risk of coal mine,and put forward risk management standards,technical measures,management measures and emergency preparedness.Through the research of this paper,an example of application of electromechanical accident risk management is provided.
