摘    要:PHA是若干个过程危害分析技术的集合,可用于解决工程项目HSE和可靠性风险问题。分析了PHA技术要素配置及其功能缺陷,指出技术的结构问题可导致管理措施的采用率下降,从而降低工程HSE和可靠性风险管理的绩效。因此,提出了一个HAZOP/FMEA的整合结构,该结构可集成和优化HSE和可靠性管理的技术资源,从而提升技术价值,降低风险管理的绩效风险。

Abstract:PHA is an aggregate formed by several process hazard analysis technologies and can be used to control HSE and reliability risk on engineering project. A problem is found that framework of PHA are not proper so that the output of it, the risk control proposal cannot be adopted better. The consequence is uncertain performance of risk management. So an integration of PHA developed to integrate and optimize technologies resources for managing HSE and reliability risk is HAZOP/FMEA, and it is able to improve the performance and increate the value of single technology, and finally to reduce management risk for HSE and reliability on engineering project.
