| 摘 要： | 卫星通信可以有效地实现大区域预警信息的发布,但要提高预警信息发布的针对性和准确性,必须采用有效的信息编码方法.本文首先介绍了预警信息编码的内容,然后针对卫星通信的特点,分析了各信息元素的编码问题,尤其是影响范围的编码问题,最后基于我国现有的机构代码、行政区划代码和应急管理领域的最新成果,提出了一套适用于卫星DAB的预警信息编码方法,并在实际系统中获得了应用.实际使用结果表明,本文的编码方法是一套行之有效的卫星通信预警信息发布编码方法.
