摘    要:应急通信是确保重大自然灾害救援行为有效开展的前提,而应急现场通信网络的建设水平直接影响着应急通信的保障效果。介绍了应急通信过程中应急报警、应急处理、应急通报、应急沟通4阶段的特征,通过对当前主要应急现场通信技术卫星通信、集群通信、微波通信、短波通信、无线传感器网络、移动Adhoc网络的分析,提出了基于卫星、无线传感器网的组网方案,基于卫星、Adhoc网的组网方案以及综合以上通信手段的综合组网方案,应急事故发生后,应根据不同阶段的特点灵活采取组网方案。

Abstract:Emergency communication is the premise to ensure that major natural disaster relief could be carried out effectively.And the emergency communication network construction level affects the emergency safeguard effect directly.Features of the four stages——emergency alarm,emergency treatment,emergency bulletin and emergency communication are introduced.The current major emergency field communication technologies such as satellite communication,trunking communication,microwave communication,shortwave communication,wireless sensor network,mobile Ad hoc network are analyzed.The network scheme based on satellite,wireless sensor network or based on satellite,Ad hoc network and the integrated network scheme combing the above communication methods are put forward.The network scheme should be taken flexibly based on the characteristics of different stages when the emergency accident happens.
