小清河济南城区段防洪工程综合效益分析

济南市是全国重点防洪城市 ,小清河是济南城区唯一的排洪河道 ,在历年的防汛抗洪中发挥了巨大作用 ,但因长期未经治理 ,造成河道断面缩窄 ,淤积严重 ,防洪能力低 ,远不适应城市发展的需要。 1 996年对小清河干流进行彻底综合治理 ,济南城区段治理是重中之重。治理后大大提高了小清河的行洪能力 ,设计防洪标准由 2 0年一遇提高到 50年一遇。本文概述了小清河济南城区段的防洪工程情况、流域气象、水文特性 ,进行了工程治理前后暴雨洪水分析 ,并通过治理后两年的运行资料 ,客观进行了防洪工程防灾、减灾计算 ,综述了小清河治理后巨大的经济效益、社会效益和环境生态效益。

Analysis of Comprehensive Benefit of Flood Control Project in Jinan Urban District Section of the Xiaoqinghe River

Jinan City is a major city for flood control in China. The Xiaoqinghe River is the sole flood drain way in Jinan urban district. It plays the great part in flood control over the years. But it has not be treated for long term, so the river course causes the narrow section with strict silting and low capacity of flood control. It is far not suitable to the need of the urban development. In 1996 Shandong Province completely and comprehensively treats the trunk stream of the Xiaoqinghe River. The treatment of Jinan urban district section is the most important. After the treatment it greatly enhances the flood dredging capacity of the Xiaoqinghe River, so the design flood control standard improves from 20-year recurrence interval to 50-year recurrence interval. The paper describes the situation, the area meteorology and hydrologic characteristics of flood control works in Jinan urban district section of the Xiaoqinghe River. The paper analyzes also the rainstorm and floodwater around the treatment of the project. And it calculates objectively the precautions against natural calamities and the reduction of natural calamities in flood control works through two-year operation information after the treatment. It also summarizes the great economical benefit, social benefit and environmental ecology benefit after the treatment of the Xiaoqinghe River.
