Practice of and Suggestion for the Comprehensive URT Development

In the process of URT development in China,how to carry out a comprehensive development has become an inevitable issue.It's of great significance to promote the intensive use of land,to relieve the population density in the downtown area and improve the services of facilities,at the same time to supply funds for construction and promote the sustainable URT development.After years of URT construction and operation,some big cities in China have gained experiences in property development around the station,in land development along the lines and so on.But a matured concept and regulation for the comprehensive development of URT is still needed.Despite the fact that almost no URT industry is profitable,the comprehensive development of Hong Kong Metro(MRT)has achieved tremendous success.This paper makes a detailed analysis of the comprehensive URT development model in Hong Kong,especially its successful experiences,puts forward some policy-related suggestions,including the establishment of the land banking mechanism for comprehensive development,the grant of URT development rights on the investment entities,the building of the comprehensive URT development mechanism.This paper hopes to provide some theoretical supports for the comprehensive development of URT in China.
