论我国建立政府公开制度的基础

政府公开制度是政府权力的行使及其掌控的信息向利害关系人和社会公开的法律制度。它建立在人民主权、知情权、服务行政、形式法治等理论基础上，是民主发展和信息社会的要求、是建设法治政府和公民权利保护的必然体现、是我国履行形册规则的国际义务。政府公开在我国已经有了初步的制度实践,但我国建立政府公开制度还需要一个漫长的过程。

On the foundation of the establishment of the open system of government

The open system of government is a legal system that the exercise of governmental authority and the information controlled by government is open to stakeholders and the public.It is built on people＇s sovereignty,right to information,administrative services, and formal rule of law.It is the requirement of the development of democracy and information society.It is the inevitable embodiment of the establishment of the rule of law and protection of civil rights.It is international obligation of China＇s implementation of WTO rules.The open government has brought out primary systematic practice,but there is a long way to establish the open system of government in China.
