新冠疫情防控常态化背景下统筹推进中蒙俄经济走廊高质量建设的国际合作机制研究

新冠肺炎疫情对全球人类社会发展带来前所未有之冲击,世界各国必须加强紧密团结,通过建立新型国际合作机制,协同推进疫情防控与经济社会平稳运行。以中蒙俄经济走廊为研究对象,首先分析了新冠肺炎疫情对经济走廊建设的不利影响,其次构建了国际合作机制理论分析框架,最后提出新冠肺炎疫情防控常态化背景下,统筹推进中蒙俄经济走廊高质量建设的国际合作机制。国际合作机制从作用目标、构建原则出发,设计了新冠肺炎疫情联防联控国际合作机制、病毒传播风险联防联控机制、疫情联防联控国际保障机制、疫情联防联控与中蒙俄经济走廊高质量建设的协同推进机制。这些机制为"后疫情时代"深入推进"一带一路"建设提供国际合作新思路。

Study on International Cooperation Mechanisms for Promoting High-quality Construction of the China-Mongolia-Russia Economic Corridor in the Context of Normal COVID-19 Prevention and Control

The COVID-19 pandemic is hitting human society as never before.Countries around the world must strengthen solidarity by establishing a new type of international cooperation mechanism to jointly promote epidemic prevention and control and smooth economic and social operation.The research object of this article is in Russia's economic corridor,this paper first analyzes the COVID-19 outbreak adverse impacts on the economic corridor construction,secondly this article constructs the theory of international cooperation mechanism analysis framework,at the end of the paper puts forward COVID-19 epidemic prevention and control under the background of normalization,overall consideration,the Russian economic corridor of the construction of high quality international cooperation mechanism.Based on the objectives and principles,the international cooperation mechanism has been designed to promote the joint prevention and control of COVID-19,the joint prevention and control of the risk of virus transmission,the international guarantee mechanism of the joint prevention and control of coVID-19,the joint prevention and control of the epidemic,and the high-quality construction of the China-Mongolia-Russia economic corridor.The above mechanism provides a reference for international cooperation in furthering the Belt and Road initiative in the"post-epidemic era".
