| 摘 要： | 面对依然严峻的环境资源形势,中国必须采取有效可行的措施,实现污染物排放总量控制和削减.本文分析了中国目前污染物总量控制制度实施现状,剖析了存在的制约因素,从而提出了针对性的对策,即建议通过建立完善总量控制法律法规、严格环境准入、加大科研投入、加强污染源环境监管、实施污染物集中处理、推广排污权交易等手段和措施,完成总量控制和削减,逐步改善和优化生态环境质量.

| Abstract: | Still facing severe environmental resources situation, China must take effective and feasible measures, implementation of the total discharge of pollutants to control and reduce. This paper analyzes the total amount with the current control system implementation, analyzing the existing constraints, thus set forth the measures suggested by establishing sound volume control laws and regulations, and stringent environmental access, stepped up research and investment, enhance the regulatory environment pollution sources, focus on the implementation of pollutants, sound emission trading mechanism means and measures to accomplish the total control and reduce gradually improve and optimize the finality of the environment. |
