基于可持续发展的沾益县水资源开发利用

沾益县水资源可持续发展利用需解决工程型和水质型缺水问题，从水资源开发利用原则、饮用水源保护、水环境整治、控制污染源、节水（能）改造5个方面来解决。应以污染总量控制指标建立水资源安全系统和预警机制，保障经济社会和生态环境可持续发展。

Water Resource Development and Utilization based on Sustainable Development of Zhanyi County

The water shortage because of less water resource and polluted water quality should be solved to achieve sustainable development of water resource development and utilization in Zhanyi county. Five aspects involving in the principles of water resource development and utilization and drinking water conservation and water environment pollution control and pollution sources control and saving water are pointed out. All will help to build up water resource safe system and warning system based on pollutant total amount control index to insure sustainable development of social and economic and ecological environment.
