国外农业保险对中国发展农业保险的启示

国外农业保险的共同特征是：国家重视农业保险立法、政府在推进农业保险中责无旁贷、其性质为强制性或准强制性、保险组织形式多样化。中国农业保险长期以来缺少国家财政支持，改变目前困境的重要突破口在于转变经营机制，由自主经营型农业保险体制转变为财政支持型农业保险体制，尽快建立农业保险的再保险机制，此外，还应积极探索保险证券化的运作方式。

State only provides little financial subside for agricultural insurance in China. For extricating agricultural insurance companies from difficult position, first of all we should change this self- run type to the state -subside type. Secondly, the state should establish the reinsurance mechanism to agricultural insurance as soon as possible. Thirdly, we should find a way that can put agricultural insurance into stock market.
