摘    要:为比较空域扇区划分方案的优劣综合评估,构建了成本、效益和安全为代表的三大类指标体系,并给出了各个指标的计算方法,以专家打分得到的比较矩阵为基础,采用层次分析法得到了各层指标的权重,初步拟定了评价标准,为扇区划分方案的优劣比较决策以及多目标优化扇区划分奠定了基础。实例分析显示,构建的指标体系合理,权重和评价标准恰当,优劣方案比较简便,决策可操作性强。

Abstract:To compare the airspace sector partitioning schemes, three categories index metric represented by cost, benefit and safety, were constructed, while the calculation of each index was elaborated. Accord- ing to expert comparison matrix, the weights of every index were obtained by Analytic Hierarchy Process method. This work not only laid the foundation for the sector partitioning schemes comparison & decision making, but also Point out the direction for the further use of multi- objective optimization model in sector partitioning. Preliminary evaluation criteria of these indexes metric developed. Example shows that index metric were reasonable, as well weights and evaluation criteria were appropriate. Based on this metric, it is easy to distinguish between good scheme and bad scheme, as well decision making become more feasible.
