环境治理对农业绿色技术创新的影响——基于门槛回归的实证研究

摘    要:为提高农业绿色技术创新水平,基于中国30个省(市、自治区,统计数据未含西藏自治区及港澳台地区,下同)2007—2019年面板数据,从农业科研院校和涉农企业两类创新主体的视角出发,分析了环境治理对农业绿色技术创新的影响机理,并采用面板门槛模型来探求环境治理强度作用于农业绿色技术创新的门槛值。结果表明环境治理显著促进农业绿色技术创新,政府R&D投入、农业生产总值和农业生产力对农业绿色技术创新也具有显著促进作用。在此基础上进一步研究发现,环境治理对农业绿色技术创新的影响呈现先下降后上升的“U型”状态。同时,对于不同类型的创新主体,环境治理对农业技术创新的影响也具有非线性特征,但涉农企业的“U型”拐点更早出现。因此,政府应采用合宜的环境治理强度、加大研发投入、创造良好的创新环境,以促进农业技术创新主体研发绿色技术,提高绿色技术创新水平。

Abstract:In order to improve the level of agricultural green technology innovation, based on the panel data of 30 Chinese provinces(The data do not include those of the Tibet Autonomous Region, Hong Kong, Macao and Taiwan regions. The same below), this study analyzed the environmental governance on agricultural green technology innovation mechanism, and used the panel threshold model to explore the environmental governance strength on the threshold of agricultural green technology innovation. The results showed that: Environmental governance significantly promoted the innovation of agricultural green technology; The government R&D inputs, gross agricultural product and agricultural productivity also played significant roles in promoting the agricultural green technology innovation. On this basis, further research found that: The impact of environmental governance on agricultural green technology innovation showed a U-shaped state of declining first and then rising. At the same time, for different types of innovation subjects, the impact of environmental governance on agricultural technology innovation also has non-linear characteristics. However, the U-type inflection point of agriculture-related enterprises appeared earlier. Therefore, the government should adopt appropriate environmental governance strength, increase investment in research and development, and create a good innovation environment, so as to promote the agricultural technology innovation subject research and development of green technology, and improve the level of green technology innovation.
