| 摘 要： | "杨凌模式"土地银行构建及运作模式都有其地域的独特性和适应性,但在发展中还存在政府行为不合理、机构功能单一、缺乏配套保障机制等问题,需要从运作方式和制度上进行双重改进,不断完善杨凌示范区土地银行职能,规范其行为,实现农民权益的有效保障。

| Abstract: | The construction and operation of Yangling Model Land Bank has its geographical uniqueness and adaptability.But there were some issues in the current development,including the government's unreasonable behavior,institutional single function,lack of supporting protection mechanisms.Therefore both its mode of operation and systems need to be improved,perfecting the land bank of the Yangling Demonstration Zone in order to achieve effective protection of the interests of farmers. |
