| 摘 要： | 在社会主义新农村建设的进程中,针对基层干部和群众对新农村建设内涵认识不足,在制定新农村总体规划时不够深入等问题,提出政府部门要组建好一支政治素质高、业务知识精的村镇规划建设管理队伍,按照科学发展观的要求做好总体规划,有计划、有步骤地推进新农村建设。

| Abstract: | According to the problems that should not be neglected in the process of new socialist countryside construction,such as the insufficient recognition for cadres and mass deputies of new countryside construction connotation as well as the inadequate in-depth overall planning of new countryside,it was put forward that the government departments should build a rural planning and management party of high political quality and fine vocational knowledge.The overall planning should be designed according to the scientific development view.Restricted mechanism should be carried out during new countryside construction.And rural construction must be planned properly and conducted progressively. |
