A study on rural community—based perspective of environmental management

Market mechanism for rural environmental management is characterized with flexibility. However,it is likely to result in market failure due to the externality of environmental pollution. To use the government’ control measures can guarantee the fairness and efficiency of in the process of the environmental management,but it’s easy to lead to the government failure dysfunction due to the phenomenon of rent-seeking between among stakeholders. The community as the third sector between the government and market,can use its unique social capital in environmental management,which has flexibility,low cost,information superiority and high efficiency. What’s more,through the mechanism of community learning the phenomenon of government failure dysfunction and the market failure can be avoided.
