欧盟经济政策协调递进的制度分析

伴随着经济一体化的发展 ,欧盟经济政策协调经历了贸易政策协调、汇率政策协调、货币政策协调、财政政策协调等几个阶段 ,呈现出递进的特点。运用制度创新理论对此进行分析可以看出 ,政策协调制度变迁的重要原因在于交易费用的不断降低 ,变迁的路径是由自发诱致与政府主导两种因素综合作用的结果。欧盟经济政策协调制度变迁表明 ,国际经济政策协调的成功需要把握好市场、政府及国际组织的关系。

An Analysis on the Progressive System of Economic Policy Coordination among EC Countries

In the process of economic integration, EC economic policies have been coordinated in many steps, like trade, exchange rate, monetary, fiscal, etc. which have the feature of progression. After the analysis of this phenomenon by means of the theory of institutional innovation, we can find that the most important reason of the institutional change in the policy coordination is transaction cost decrease. The direction of the change is the combined effects of spontaneous inducement and governmental guiding. What we can learn from it might be that in achieving international policy coordination, it is necessary to pay attention to the relations between market mechanism, government function and international organization.
