新农村建设背景下农业生产要素的流动性悖论分析

建设社会主义新农村是一项复杂的系统工程,从"生产发展"的角度来看,现代农业的发展是建设社会主义新农村的重要内容和物质基础。农村人力资本投资、劳动力流动、土地流转以及农村资金等生产要素的流动性悖论表明,我国农业总体上处于传统农业向现代农业的过渡时期,与新农村建设的要求还有很大差距。因此,以市场为导向,靠政策来扶持,进一步深化农业生产各要素的流动性变革,是建设社会主义新农村、发展现代农业的现实路径。

Socialist new countryside construction is a complicated systems-engineering,for the development of the production,development of the modern agriculture is the substantial basis of the new countryside construction.However,the liquidity dilemma of production factors such as human capital investment,rural labor flow,land transfer,financing in country shows,as a whole,the agriculture in our country is still in the transition period from traditional agriculture to modern agriculture,which has a far cry to keep up with the demand of new countryside construction.So,taking the market as the orientation,depending on the support of the policy,deepen the reform of the agricultural production factors is realistic way to construct socialist new countryside and develop modern agriculture.
