生态文明、科学发展与社会主义

建设生态文明，是对现代工业文明和资本主义生产方式的局限性进行深刻反思的结果，是对人类文明进步思想的继承和发展。党的十七大明确提出建设生态文明的历史任务和根本要求，党的十七届五中全会强调以科学发展为主题，以加快转变经济发展方式为主线，促进经济社会发展与人口资源环境相协调，提高生态文明水平，表明我们党对中国特色社会主义本质属性和发展规律的认识更加全面、更加深刻，预示着中国特色社会主义建设总体布局由经济、政治、文化、社会“四位一体”，进一步拓展为经济、政治、文化、社会、生态“五位一体”，昭示着中国特色社会主义更加美好、更加广阔的发展前景。科学发展观作为新世纪新阶段指导我们党和国家事业发展的科学理论，是统领我国经济社会发展全局的战略思想，当然也是统领生态文明建设的指导方针。只有坚持以科学发展观统领生态文明建设，促进思想观念和发展方式的根本转变，倡导和实行一套低能耗的生产体系和适度消费的生活方式，才能顺利完成由温饱型社会向小康型社会过渡，并最终实现共同富裕和每个人自由而全面发展的理想目标。

Conservation Culture, Scientific Development and Socialism

The establishment of conservation culture is the result of reflection on limitation of modern industrial civilization and capitalism mode of production. It succeeds and develops advanced thoughts of human civilization. Historical task and basic requirement of establishment of conservation culture were put forward in the 17th National Congress of CPC. The Fifth Plenary Session of the Seventeenth Central Committee of the CPC focused on scientific development, in which we should quicken the transform of economy developing mode to promote harmonious development between economy and population resources and improve the conservation culture. It indicates that our Party understanded the nature of socialism with Chinese characteristics and law of the development more comprehensively and profoundly. And it foreshowed general layout of building socialism with Chinese characteristics from economy, politics, culture, society and ecology. So we will have better and broad development prospect. In the new century, Scientific Outlook on Development is the scientific theory which directs our Party and national cause. It is not only a strategic thought for economic development but also a guideline for constructing conservation culture. Only by sticking to the leadership of Scientific Outlook on Development, can we change our ideas and development mode, can we transfer from subsistence type to well off society by initiating energy efficient and low-consumption living way, and finally can we realize common prosperity and individual all-round development.
