村级公共品供给的融资方式：基于成都的调研

实现城乡公共服务均等化是实现城乡统筹的重要衡量指标和核心内容。四川省成都市推行的村级公共品供给融资新模式，减轻了政府财政负担，缓解了村级公共品的资金不足，减少了闲散资金的盲目投资。在新模式的推行中，应注重财政收入与财政支出的匹配，加强对投资项目的经济效益审核，加强小城投对合作村的监管力度。

The Financing Way of Public Goods Supplyment in Villages：Investigation from Chengdu

Equalization of basic public service in urban and rural areas is the core and important index to estimate the level of overall development of rural and urban areas.Chengdu has promoted new financing way for public goods supplement in villages which has reduced the burden of government and the capital shortage of public goods and cut down the blindfold investment of disengaged capital.In the new model, the matching of fiscal income and payout should be paid more attension, the investing items economic efficiency should be audited more seriously and the investing cities should strengthen supervision on cooperated village.
