| 摘 要： | 对中越边境文山段的历史考察表明,跨界民族的利益与边境的巩固和发展密不可分,因而不能像清政府那样撇开跨界民族群众利益而欲达到“靖地方事”的目的。边界少数民族过去是、现在仍是保卫边疆、巩固国防的有生力量。
