| 摘 要： | 绿色壁垒是以严格的环境标准和其他环境要求为主要内涵的贸易壁垒,具有双重性。它属于非关税壁垒的范围,是一种贸易技术壁垒。其基本特征就是在国际贸易中采取严格的环境保护措施,致使不能满足进口国环境保护要求的他国产品或服务被拒之门外。
