云南省特殊贫困原因分析及对策研究

中国政府已向国际社会作出承诺:到2010年基本解决现有绝对贫困人口的温饱问题,促进低收入人口稳定脱贫致富。云南是一个集边疆、民族、山区和贫困为一体的欠发达省份,至今还有绝对贫困人口248.4万人,低收入贫困人口489.4万人,两项指标均占全国的10%以上,云南省是全国贫困面最大、贫困程度最深的省份。云南省的贫困有其特殊性,属典型的特殊类型贫困,扶贫攻坚任务十分艰巨。对于特殊类型的贫困地区,短期内通过发展经济实现大幅增收,稳定脱贫是很难的,必须创新扶贫理念,采取特殊的扶持方式,坚持因地制宜、分类指导原则,制定更加有针对性的扶贫政策,采取更有力的特殊扶贫措施,才能有利于特殊贫困问题的解决。

Cause Analysis and Measures of Special Poverty in Yunnan

The Chinese government has promised to the world that by 2010 the absolutely poverty-stricken people will have the problem of food and clothing solved and the low income people will gradually become well-off.Yunnan is a less-developed province in southwest China's frontier with many ethnic peoples living in mountainous regions and in poverty.Up to now,the province has a population of 2,484,000 in the absolutely poverty-stricken situation and a population of 4,894,000 with poor income.Both the two indexes occupy 10% that of the whole China so that Yunnan has become a province with the largest scale and degree of poverty in the country.Yunnan's particular situation falls into the category of special poverty and the task of poverty-alleviation remains arduous.It is not easy to achieve general economic growth in a short period of time.Therefore,it is urgent to create a new idea of poverty-alleviation and to take special approaches,sticking to the principles of action in accordance with the local conditions,different guidance over different categories,and implementation of effective measures.
