协商民主与中国民主政治建设

在西方民主理论中，消极保护个人权利与积极参与公共生活之间一直存在着张力，造成了强调消极保护与强调积极参与的民主理论的此消彼长。但事实上，二者不能完全分立，需要找出调和他们的方案，参与式民主理论发展的新阶段——协商民主理论——为寻求消极保护与积极参与提供了平衡机制。虽然中国民主政治的发展与西方民主的演进有着本质区别，协商民主并不完全适合中国，但对中国仍有诸多启示：一是通过公共协商机制，加强基层民主，促进公民的有序参与，循序渐进地推动中国的民主化进程；二是采取选举与协商并举的民主模式，在完善选举制的同时，加强公共协商，为保护公民权利提供有效机制。
