中国农村政策的决策模型分析

政策是在一定的决策机制下各个利益集团博弈的结果,各个利益集团的力量对比最终决定着政策的状态。本文利用利益集团理论建立了一个政府农村政策的决策模型,解释并分析了我国的“城市偏向”政策,以及“三农”问题的形成和难以解决的原因,得出的结论是:解决“三农”问题的根本途径在于增强农村集团的力量,以改变一边倒的利益集团力量对比。一种均衡的利益集团格局,不仅有利于农村集团,并且有利于整个社会经济持久健康发展,最终有利于城市利益集团。

The Analyze of China's Rural Policy in a Decision Model

Policy is the result of games in related interest groups. It is the power structure of interest groups that determine the policy state. A decision model of government, based on interest groups theory, is developed to explain the city - side rural policy, which really caused the "san- nong" problem. In order to solve this problem, the power of rural group must be strengthened. Reaching an equilibrium power structure is not only good to rural group, but also good to the whole society, including the city group.
