主体功能区划解决的主要问题、实现途径与政策建议

改革开放以来,中国经济实现了持续快速发展,同时也产生了诸多突出的区域问题。主体功能区划旨在按照全国经济合理布局的要求,规范开发秩序,控制开发强度,形成高效、协调、可持续的国土空间开发格局。本文分析了主体功能区划的核心思想与创新点,指出了主体功能区划着力解决的四大区域问题,在此基础上从确定地域主体功能、重构考核标杆、实现生态价值、提高生态承载力与发展潜力四个方面分析了解决这些问题的主要途径,最后提出完善主体功能区划的政策建议。

Problems Solved, Their Methods for the Planning of Main Functional Region and Suggestions for Future

Speed of development in China has been rapid astonishingly since 1978,and regional problems in China is also more serious.The planning of main functional region arises to solve these problems by regulating order and intensity of exploitation,and forming a effective,coordinative and sustainable space.In this paper,key ideas and innovation about main functional region are analyzed briefly.Four regional problems solved by main functional region are put forward by the way.Then methods solving these problems are proposed from four aspects that include defining main regional function,reconstructing evaluation system for government,realizing ecological value and enhancing capacity of environment.Lastly,several suggestions are put forward to ensure the planning of main functional region implementation for future.
