资源的稀少性、所有权与有效利用

所有权的基础是稀少性，所有权的不同制度安排对资源的有效利用有很重要的影响和作用。人们对稀少性对象的认识不一致，就会对所有权作出不同的制度安排，从而就会产生不同的资源利用方式。我国的制度变革最终涉及到财产关系的变革，这种变革不是否定公有制的财产关系，而是要为传统意义上的人人有份的缺乏排他性的所有权恢复排他性，以使市场有效配置资源的功能得以实现。

The Scarcity Ownership and the Utilization of Resource

Ownership is based on scarcity and the ownership system has a very important effect on the using resources efficiently. Different opinions of scarcity cause different arrangement of ownership system,thus bring about different ways of resources using. The economic reform in our country will concern with the reform of relationship of property in the end. It doesn' t mean to deny the public ownership but tends to recover the ownership exclusiveness and change the traditional one which does not have exclusiveness. This can make market dispose resources efficiently.
