论东北振兴过程中的城市化与城镇体系建设

东北地区是我国城市化水平较高的地区,但近年来该地区的城市化和城镇体系建设面临着资源枯竭问题突出、水资源短缺与水质污染严重、大中城市带动能力不足等问题。加快城市化发展和建立合理的城镇体系是推动东北振兴过程中的一项重要战略任务。为此,应该在提高土地利用效率、加强生态环境保护和优化经济结构的基础上,按照大中城市优先和优化发展、小城镇适度发展的原则,通过加快大中城市老工业区改造、完善城市基础设施建设、加强水资源污染防治和区域行政管理协调等措施,推进该地区的城市化进程和城镇网络化建设。

Urbanization and Construction of City System in Northeast Revitalization

The Northeast is the area which has been highly urbanized in China.But in the recent years the urbanization and the city system construction of this area confronts many problems,such as prominent drying up of the resources,the short of water resources and serious water pollution,and insufficiency in impetus ability of big or media-sized cities.During the process of the revitalization of the Northeast,speeding up the development of the urbanization and establishing the reasonable city system is the important strategic mission.Therefore,based on enhancing the land use efficiency,strengthening ecological and environmental protection and optimizing economic structure,in accordance with the principle of the first and optimized development of the big or media-sized cities and the moderate development of the small cities,urbanization and the city network construction shall be advanced by speeding up the transformation of the old industrial district of the big or media-sized cities,improving the city's basic infrastructure,water pollution prevention and and strengthening the management and coordination of regional administration.
