| 摘 要： | “拖欠工资”反映的是劳动关系领域中的“市场失灵”现象。针对这种现象分析工会维权职能与农民工利益的关系,主张将农民工纳入工会的维权范围。明确政府在其中的地位和作用———完善规则并严格监督规则的执行。西部地区可以结合本地区农民工的特殊情况作有益的尝试。

| Abstract: | Defaults on payment is one of the market failures in the realm of the labor relations.The article suggests that the migrant workers' rights and interests should be considered into the scope of the work union's protection,and the government role should be classified,i.e.,perfect the regulations and supervise its implementation.Western regions may have a try in combination with the specific situation. |
