| 摘 要： | "三农"问题是困扰我国政治、经济、社会发展的重大问题,而农村公共服务是"三农"的短板,严重影响了"三农"问题的解决.党和政府采取了积极措施以增加农村公共服务供给,取得了一定的成效,但没有达到预期的效果.农村公共服务社区化是增加农村公共服务供给、提高公共服务资源的配置效率、破解公共服务供给困境的重要机制.我国农村初步具备了公共服务社区化的条件,使公共服务社区化成为可能:农村社区建设的提出与实践为公共服务社区化打下了基础;农村管理体制改革、城乡统筹发展和新农村建设战略的实施为农村公共服务社区化提供了条件和机遇;农村居民对公共服务零距离需求的企盼以及农村面临的社会与经济、就业、公共服务供给困境等外部压力为农村公共服务社区化提供了强大推动力.
