| 摘 要： | 扁平化的区划体制是行政体制改革的未来发展方向。深圳先行先试区划体制扁平化的"一级政府、三级管理"改革,取得了许多积极性的成果。深圳扁平化区划体制改革的基本经验和现实挑战,对我国其他大都市区行政区划管理体制改革具有重要的借鉴意义。
