| 摘 要： | 贫困移民是我国为解决极端贫困地区人口的脱贫而组织实施的一种特殊的人口迁移形式。本文集中讨论此类移民开发人力资源的迫切性 ,指出存在的突出问题 ,提出解决问题的对策 ,明确人力资源开发的重点。

| Abstract: | Poor immigrant is a special form of population move that is carried out by our country in order to get the population in the extreme poverty striken areas out of poverty.This paper focuses on discussing the urgency of exploiting human resources of the immigrants. It also points out the outstanding problem in existing and raises the countermeasure of solving the problem and defines the key point of the development of human resources. |
