论扩张性财政政策与货币政策的配合

为了控制宏观经济运行中的通货紧缩 ,实行扩张性财政政策必须有扩张性的货币政策与之相配合 ,否则扩张性财政政策效应将被抵消 ,甚至效果为零。目前我国在扩大消费 (尤其是扩大农民消费 )和财政减税方面并没有取得实质性突破和进展。因此 ,该文主张 :(1)扩大投资必须伴以扩大消费 ;(2 )银行降息必须与财政减税相配合

On Coordination of Expanding Financial Policy and Currency Policy

The paper holds expanding currency policy must be combined with expanding financial policy in order to control currency reduction of macroeconomical operation. Otherwise, the effectiveness of expanding financial policy will be offsetted, even become zero. Currently in our country there is no substantial breakthrough and development in expanding consumption (especially for the farmers ) and reducing finance tax. Therefore, the paper insists: (1) Expanding investment be accompanied with expanding consumption; (2) Interest reduction of banks be coordinated with financial tax reduction.
