我国民营经济转型的战略模式研究——基于民营经济与经济发展关系的实证分析

改革开放30多年来,作为极具活力的经济增长极,民营经济在推动自主创新、提高国内生产总值、增加财政收入、缓解就业压力等方面发挥了不可替代的作用,其已逐渐成为中国经济发展的重要支柱。然而,从宏观层面看,制度不完善导致民营经济市场准入不尽规范,融资阻碍多,无法与国有经济享有平等的市场地位;从微观视域来看,我国民营企业生产长期处于产业链的低端,民营经济迫切需要升级和转型。"十二五"时期是我国深化改革、加快转变经济发展方式的攻坚阶段。在新的历史起点上,民营经济应在深化认识国家政策动向的基础上准确定位,寻找包括管理战略、发展战略、融资战略、人才战略等在内的合理的战略转型模式,提升其在新时期的核心竞争力。

Strategic Framework about Private Economy Transformation in China --Based on the Empirical Analysis of the Relationship between the Private Economy and Economic Development

30-odd years of reform and opening up,as a dynamic economic growth pole,the private economy has played an irreplaceable role in promoting independent innovation,increasing GDP,raising fiscal revenue and easing the employment pressure,it has gradually become an important pillar of China’s economic development.However,the flawed system makes private economy suffer from less normative of market access and much financing obstacles from the macro level,as a result,it can not have equal market position with state economy.Private enterprises in our country are in the low end of industrial chain from the microscopic point of view,the private economy is in the urgent need to upgrade and transformation.Period of the twelfth five-year-plan is the critical stage of deepening reform and accelerating the transformation of economic development pattern.In the new historical starting point,private economy should locate exactly on the basis of deepening understanding national policy developments,overcome the development obstacles,search for a reasonable strategic transformation model including management strategy,development strategy,financing strategy,talent strategy,then enhance its core competitiveness during the period of the twelfth five-year-plan.
