| 摘 要： | 民主是和谐社会的本质特征,大力发展社会主义民主政治,不断培育和扩大基层民主,是构建社会主义和谐社会的内在要求,也是重要的制度保证。改革开放30年来,农村基层民主的实践证明了村民自治是发展农村基层民主的有效途径和形式。在建设社会主义新农村的历史新时期,坚持和完善村民自治制度,扩大农村基层民主,对构建农村和谐社会具有重要的意义。
